No. Drops should be parallel with the ground. Move the brifters up the bars.

I’m going to preface this by saying’s my im no expert in bike fit… but if that saddle is at the correct height this bike is way to big for you. Your drop bar setup basically becomes irrelevant.

What ever your legs fit under and you can safely maneuver? I’ve used stuff that wasn’t bike handle bars as bike handle bars its Xbike bro.. it’s your bike from whatever starting point you want to start at.
Dirt drop? If so, point the end of the bars at the rear dropout. Levers low enough that they are absolutely comfortable grabbing while in the hooks. Your stem looks long. Have fun.

Along with the general consensus, I would say make the drops more horizontal but also either raise the saddle or drop the stem. Not a fan of how it looks personally, but that’s down to preference.
