This is a Spin Track Frameset which I plan to buy soon, I plan on building a tracklocross bike with it. So can I push more than 28c and probably push to a 32c or 35c tire, given my lack of knowledge I wonder if you can go against the factory reccomended fork clearance. (the rear will fit 38c no problem, i am just worried about the fork clearance)

risky, if ur from the ph then try the intro7 basic
Not only do tires need to spin freely, but especially for tracklocross, there should be additional clearance. Otherwise, mud could block the tires from spinning.
Too risky. Much better if you just go for a new fork.
