Road bike rim brake caliper.
Lower-tier ones have the solid-block brake pads. Higher tier ones like the Shimano Ultegra BR-R8000 calipers have the nicer shoes with cartridge pad inserts.
You probably want to clean the bike thoroughly before putting new brake calipers on.
Dude wash your bike.
For which problem?
I can’t see the pads too well but the calipers look gummed up with mud or concrete.
For the bikes wellbeing please wash it before you work on it .
