Does this “tubeless ready” rim still need rim tape? I couldn’t get my tubeless ready tire conversion to hold air. Soap bubbles all over and spokes too.

That looks like a regular rim strip, it needs to be replaced with tape
Generally yes, I like Muc-Off tape but any should do the trick.
There are a couple of companies out there that do manufacturer tubeless tape like what’s installed in the photo, but usually it’ll say something about being tubeless compatible.
That rim strip is not air-tight. Tubeless tape is(or is close enough that the sealant works)
This needs to be replaced with adhesive tape to seal the spoke holes, this rim strip is only good for tubes
Is that a WTB rim?
Yes. Remove that strip and apply tape. I like Teravail. It’s 95% of what I use at work.
