The tabs below the bottom bracket behind the chain ring? They are ISCG (the standard for the pattern) tabs for mounting a bash guard or chain guide. Shouldn’t be an issue to have a bolt missing, i think my bike came with bare tabs with no bolt.
Bash guard mounting tab. You’re good, nothing to worry about.
