It’s value is between $100-$150US. 180CAD sounds fair to me, as long as the bearings are smooth and there is no major rust.
Are you specifically looking for a vintage road bike?
What type of casual riding?
For around town or bike paths you may be able to find a modern used hybrid from this century with grip or handlebar mounted shifters for under $300 CAD.
I think you can do better, unless you’re looking for a vintage bike.
