Yes, white clothes will turn grey (or other colours) if you don’t wash them exclusively with other white clothes. In this case that would be impossible as the white part is attached to a black pair of shorts.

I recommend hand washing with cold water if that’s not what you’re doing already. Use oxiclean as well. You can also soak in a plastic tub with oxiclean, detergent, and cold water for several hours. Repeat as many times as necessary and rinse 2x. I’d be surprised if it was still gray after doing this.
