I just recently bought a used Ibis OSO off of PinkBike and noticed that after each ride, I let the bike sit and then I’ll get these “wet spots” on my tires. This bike sits in of a dry garage after each ride, so I’m not sure what’s going on here. Thoughts?

I’d pop the tire off and give the inside a good inspection and cleaning. If there’s nothing bad, reseat and fill with fresh sealant. This could be old sealant failing to seal a pinhole.
