I am thinking about putting 38mm tyres on my Trek Dolmane AL 2 and cycling the tans-cambrain way. 38mm seems to be the largest I can go.

No! The first hill from Knighton is super steep and grassy. For me it would be mtb or gravel bike with 45mm and some tread.
