I am trying to index a brand new RX400 rear derailleur with a new chain and new cassette. This process ususally takes no more than 10 minutes for me, but this time the middle and lower gears skip a lot and nothing seems to help.
I am wondering if my derailleur hanger is bent and if that might be the issue.

Looks plausible, a short video would be easier to tell. If the derailleur isn’t damaged then perhaps so, in any case the best way tell would be to have a hanger alignment tool straighten it out.
