I was given this bike since the owner no longer used it, and it seems like the rubber inside is not one circle but rather a tube shoved into place which has forced the wheel out of place? How does one remedy this?

Your rim looks to be cracked at multiple spoke holes.
Looks like the wrong size tube. Maybe a 29″ tube in a 26″ tire?
What size is the tire? It should say something like 26 x 1.75 on the sidewall. The tube might be too big for the tire. The tube should also have a size, and you want the same as the tire, or a bit smaller diameter. If the tire is 26 x 1.75 then a tube 26 x 1.50 would be good.
