    This is a quill stem. You should be able to twist it back if you take the wheel between your legs from the front. I sure did that multiple times as a kid.

    If that does not work, loosen the screw on the top a turn or so and give it another try. Then re-tighten the screw.

  2. Loosen (not remove!) that top bolt that is center pivot of the steering, tap down on it with a rubber mallet or a piece of wood, and it should break free. Set it as you wish, then retorque the bolt.
