i’m trying to remove these wheels but wanna know what type of tools i need to gather first. as well as any tools i might need in the future i plan to remove rust on the rims and paint them.

Removal only needs two hands.
Just your hands! Flip the leavers and twist anti clockwise. Then just pull and the wheels come out!
Look up quick release wheels. But basically, flip the lever and unscrew.
Unless you mean tires, in which case, you may want tire levers.
I wouldn’t paint the rims. The rim is the brake surface. Paint would be bad for braking.
