I would take the large as 0.6cm is miniscule, plus when it gets cold I often wear a cycling head warmer/beanie.

I would go to a store if possible and try them on. Bought a helmet online with a very similar sizing overlap and ended up having to get another because it didn’t fit right. Not worth messing around with something meant to keep you safe.
