It was probably under inflated at some point and the tube slipped and cut the valve stem.

I agree. too hard of spot to patch. most likely, need a new tube. Some light sanding of the rim… maybe some drops of oil for polish also. also, rim strip sitting in the rim helps.
Try to make sure it is vertical and not crooked like the picture. although the picture is only slightly crooked. And keep them inflated.
