can you fit your front wheel over the bottom loop in the middle?
if not, I would just park as close as possible to the bike rack and then lock my frame to the green fence

That thing needs to be rotated 90 degrees and moved about 5 feet torward the door, and centered between fence and exterior wall. In that way, you will be able to get 2 bikes, or possible 4 bikes in a tandem 2×2 configurations, if everyone is locking through the chainstay instead of top tube or other center frame member.

I see that as at least 3 spots. Nose in (or back in) and lock your bike to the rack. Granted, it’s a tight space and they aren’t doing you any favors, but I hate when people lock bike sideways to these.

Is there not enough space to get your back wheel in? If there is then you can lock around the rear triangle. If not, email the building maintenance to point out that the rack is unusable in its current location.

I would pull up to it with my wheel as far is it would go into it and then lock my bike to the fence. I like that they tried to provide somewhere to park a bike. I find myself locking up to the posts of chain link fences and street signs most of the time where I live.
