Depends on the type of bottom bracket. If its a typical cartridge bottom bracket then it is unusual. If it is a classic cup an cone style bottom bracket then the adjustable cup (non-drive side) had a lock ring that would thread on external to the frame. Does the face of the non-drive cup have holes for a pin spanner? If so its one of these classic bottom brackets and you are missing the lock ring.
