The rim is toast for sure. It’s not too difficult to swap if you want to give it a go. You may need to take it to a shop to true it up when done if you don’t have a truing stand. Here’s a great guide: [https://www.sheldonbrown.com/wheelbuild.html](https://www.sheldonbrown.com/wheelbuild.html) You can get by without a dish stick by using a flat surface and a ruler.
So done. Depending on the age and quality of the wheelset, it might be worth salvaging the hub.
