It’s basically there so you can grip or hold the opposite end of the QR to help to fine tune the tightening lever, or to loosen when removing the wheel.

[On old Campy nuts](https://i.ebayimg.com/images/g/r3QAAOSwyMVksgF0/s-l400.png), those loops were actually springs that pushed on a little brass puck and acted like a jam-nut preventing the nut from self-adjusting (tightening or loosening) when the wheel was off the bike. I think these acted the same, but I’m not positive. It also acts as something to grab on to so you can adjust it when you need to
