When I shift to low gear it goes in but when I move my hand off the lever it shift down a cog and doesn't stay

Check either if the hanger is bent or if the low limit screw needs to be backed out.
1) low set screw is too tight
2) der cable is too tight
3) hanger is bent
It certainly isn’t that the cable is too tight. It requires more tension to move to the lower gears, not less.
