It’s probably to drain water. Check with the manufacturer but most carbon wheels have at least one hole to drain water.

It’s supposed to be there, for pressure equalisation in the event of valve or tape failure.
Imagine if your tubeless valve inner seal leaked air into the rim chamber, but your spokes and outer valve were well sealed. *kabloey* goes your rim. I’ve seen pictures!
And should you find sealant leaking into the rim chamber, probably a good idea to ensure those holes don’t become sealed. Mine have.

I’d keep an eye on it is it starts cracking. If it does you can attempt a repair by drilling clean holes in the end of the cracks and touch up with epoxy and continue monitoring. If it continues cracking, well it’s toast you’re just delaying the inevitable.

As others have said, that is a vent hole and intended by the mfg. but it looks poorly drilled. What brand are the rims?

That hole does look fishy it could be a part of the manufacturing process, send pics tho like stated above. I did the exact same thing when I got my new rims and was worried there was holes and the company came back and told me it was a part of the manufacturing process.

My Shimano Dura Ace C50 have 3 of these holes on each side and on each wheel.

Its a vent hole to let water, condensation, and or pressure out of the wheel. You generally want to have these.
First of all, you want to keep water out of your rim. Having the hole equalizes pressure and temperature differences between the inside of the rim and the environment, which will prevent condensation from forming. If condensation forms in the rim, and you get water, that can corrode the nipple/spoke interface and freeze up your spokes, preventing the wheel from being trued, and in a worst case scenario, the nipple can crack and fail.
Second of all, there are instances where your rim can become pressurized during inflation and explode. This is super rare, but it can happen. The nipple/rim interface is often air tight. So, if you get a leak of air into the spoke holes at the rim bed, that air can escape into the rim. What will happen is you’ll be inflating your tire, but in actuality you are pressurizing your rim too. Eventually, the rim will explode because it can’t take the same expanding forces that your tire can.
I’ve also seen people that have left their bike on the roof of a car in the sun, and their rims exploded because of the pressure build up.
Dude had his tubeless valve fail, tubeless sealant got into the rim, sealed the rim up, then when he was inflating he was pressurizing the rim, and it exploded.

Check to see if there is one on the other wheel.
If there is, then that whole in there by design to allow water to drain out of the wheel.
