Your brake is not aligned properly. On your caliper with one moving pad and one fixed pad, you want the rotor very close to the fixed pad. This way when the moving pad contacts the rotor, it doesn’t have to flex so much to hit both pads at once.
Mechanical brakes have a fixed pad as already mentioned, you need to move the fixed pad so it’s just not touching the disc. I used to use a cigarette paper as a feeler gauge, but I’m sure there is something more healthy you can use these days
You will need to adjust the caliper, loosen its screws and you can do that. I had to be very slow and deliberate tightening the screws again once I found the correct alignment. Here’s a Park Tool video about mechanical disc brake alignment.

Some mechanical disc brake companies like TRP and avid suggest adjusting the fixed pad as much as you can, and leaving the lever with no preload.
Looks like the fixed pad (inner) isn’t parallel to the rotor. I recommend removing both pads and checking both pistons for foreign material that might cause the brake pads to seat improperly. Sometimes these brake pads are held in place magnetically debris can stick to the pistons.
There are several possible causes of your problem.
That’s a fact of life with a mechanical caliper; there’s no mechanism to also apply pressure to the other side.
Hydraulic calipers apply pressure to pistons on both sides, as do “hybrid” calipers (mechanical to the caliper, but the caliper has its own master hydraulic cylinder).
Undo the bolts, pull the lever and do the bolts back up. Done.
