Would this be good for a beginner commuter bike in a small sized city?

Pretty new to biking and don’t know much, but I figured I’d spend a couple hundred bucks on a good condition used bicycle for getting around a small city. There are a few hills but many areas of the city are flat. The seller has many great reviews and has worked at a reputable bike shop in the area, so I trust he did a decent job tuning it. Seems like it’s the ideal size for me, and it would be nice to have something that I can ride on most terrains, especially since some of the roads around can be a bit rough
