Not too familiar with campagnolo but is there an adapter plate underneath that caliper that you could flip around?

Maybe the rotor is 140mm, have you measure it?

Road bikes normally have the front flat mount bolt holes placed so that rotors of 140 and 160 mm can be used depending on the orientation of the adapter. Your fork looks to have the holes farther from the axle to accomodate 160/180 mm rotors, while your caliper has the adapter built-in so you are forced into the position furthest from the axle. So your only two solutions are pretty much:
1. Switch to a 180 mm rotor.
2. Switch to an Ekar rear caliper with a standard flat mount front adapter plate.

That disc is obviously used and warn correctly so what happened when you come to this?

Who’s great idea was to make rotors with more hole than metal? It makes no engineering sense at all

It likes smaller than 160mm. You can get a flat mount adapter that will move it down.
caliper is +20, fork is +20 so you would need a 180mm rotor with this caliper/combo. The rear caliper type/style (+0) with an adapter is what you would want for 160mm front rotor
