Feels like this isn’t normal but I can’t see how to avoid it. Am I missing some parts?
I ordered new hangar screws with hex bolt. Tightened them as much as possible. It’s like the hangar doesn’t quite fit in the frame. It’s the one that came with the frame, although a used eBay purchase so could have been replaced in the past.

Won’t happen when the thru axle’s installed.
I had this on my brand new dually, I tightened it and fixed it a little bit but still had slight play like yours , rode normal and did hard trails for 4-5 times a week for 2 months after and nothing happened so must be normal haha?
A lot do that. The small bolt is only to hold it there while the wheel is removed. The wheel and axle hold it in place.
Is there a driveability issue? I mean when cables and housing is fine and shifts normally and is indexed, is there an issue that you can perceive?
If not, send it. If still in doubt, send to good shop for info
