Is the pushrod bad? Or do you just need the blade replaced? You donβt need to remove that ring to just swap the blades. Remove pivot pin then screw the reach adjustment all the way in

You can always try a O-ring pick. If you are replacing it, that’s always an option

You can probably get the clip out with a pick if you haven’t found pliers to fit.

You need circlip pliers
Cut the head off a spoke, sharpen both ends to fit in the holes, bend it in half to make a rudimentary circlip tool.
You can make the tips smaller by grinding them carefully with a rotary wheel on a Dremel Moto tool.
It honestly may be easier to simply buy a new lever. Are you fitting a new circle of trying to reuse an old one?
I use Knipex 46-11-G1 for clips about 4/5 mm in diameter — they have 1.3mm tips. Work really well for most stuff about the size you’re looking at I think https://www.knipex.com/products/circlip-pliers/circlip-pliers-for-grip-rings-on-shafts/circlip-pliers-grip-rings-shafts/4611G1 double check all of their options first but as I as I think these would be suitable
