I also recommend that you replace the yellow rim tape with some new cloth tape.

No. A mark on the rim would have to go through the tire to pop the tube. Like the others have said though, wouldn’t hurt to file it

No. Most likely damaged rim strip at one of the spoke holes. Or improper tube installation. The bead of the tire would be between the tube and the scratch on the rim. Hope this helps.
The puncture is not located where I would think it should be if it were the pictures flaw in the rim causing it. So it’s something else.
It seems like it only happens if I inflate the tire to over 80psi. I feel no other sharp or rough edges in the rim. Do I just keep pinching it or what? This is like the third flat in a couple months of riding. Getting a little frustrating.

There’s probably a small hole in your tire that’s letting small pieces of gravel poke the tube until it pops. Check puncture location of tube in relation to tire. This happened to me. I simply patched the inside of the tire with a glue on tube patch. Cheers!

_Slowly_ draw your fingers around the inside of the tyre: you might find a thorn or small piece of wire trapped by the treads that is not visible from either side.
I’ve found a couple of repeat flats this way.

If you mean snake bites from under inflation, yes, if you mean is that damage causing flats, no

One time my rim tape has hardened to the point that the edge of it was sharp. Another time, the company put a tube that was too small in my tire. It apparently wasn’t “really” a 700c tube. It happened on both tubes front and back. Replaced them with Bontrager 700C tubes and haven’t had a problem since.

Had the same issue and it turned out to be the rim plastic trim that runs down the middle
Of the channel. There was a small crack that lined up with where one of the spokes met it. Check the plastic liner down the middle as these mysteriously flats kept happening to me.
