Next time put some tape (helicopter tape or electrical tape) where bags are touching the frame.
yes it’s not that easy: I carefully taped my frame this summer and somehow missed a place where my stem bags were touching the frame. Paint was sanded.

Believe it or not I have a foldable Marlboro 26 inch bike. It’s an older steel frame bike that was given to me and I ride that thing everywhere. That is my bike that I use for touring for local riding and just getting out and about.
