Recently got given this bike and it has this thing attached to the frame. I think it might be something to do with a bike lock? The bike is a Cilo from the 80’s ish (I think) and the ones I’ve looked at photos of don’t seem to have this.

It’s to attach a playing card for the cool sound. Ideally you have a 1/2 inch overlap into the spokes.
In the seventies this was the default bike lock in Germany. Coming from Sweden i was amazed how simple they were. Even if ours were laughable with today’s standards

It is a magnetic pickup. You can see two wires coming from it. It’s a “bicycle computer” speed, distance etc.
it is not the lock mentioned by others. They look different.
