Frame construction looks kind of Italian to me. Dating best guess looks like mid to late 80’s.

The frame detailing is kind of basic, it’s not a great classic, but from the look of the rear brake bridge and the dropouts, it looks like a quality frame, most likely Italian. Nothing that would immediately point to a specific maker.

Pretty sure that’s a Carlton made Raleigh, at least the lug cutouts are matching. Lugs, seat cluster and fork crown as well. Haven’t seen that style of brake bridge in one yet but probably just a later frame than the ones I’ve seen so far

That could be a first frame build. The welds (brazing) look like something I would do. All that being said, it’s a really cool liking ride!

I would disassemble it you might find some answers else where.
Sometimes you get hints from the fork steer tube. Some manufacturers wrote stuff on them.or stamped them.
That bottom bracket shell makes me believe it is not a crazy high end bike but the components rock.
I would take her down and strip the paint and see if you can identify that way.
With paint stripper don’t leave it on long just enough to bubble the first layer and wipe it off and see if you can find a brand under that crud.
Either way have fun with it it looks like right up my alley.
I would certainly strip it and see how far that chrome goes up from the dropouts
Pick a color and paint her and ride the wheels off it.

Thank you all for the information and suggestions, Ended up just selling it a few min ago, one the frame was indeed too tall for me (63cm) and two I actually need to fund a French tandem bike project I have going on that would be in use for “tour de Palm Springs “ in February
