Bought a cervelo p3c. When I picked it up I did not pay attention to the rust on the fork. I now dissolved the rust with vinegar. There are some lines on the fork where it went from one spacer to another. Is it safe to ride? How do I stop new rust from occurring? Y

That is an Aluminium steerer tube.
Ride it. Bit of assemble paste will keep it shiny in the exotic scenario of extended sweating over it on a trainer
Polish it with some Scotchbrite and make it as smooth as possible, so it slides through the headset/ spacers. Not compromised.
Just grease it up when you reassemble it
As you’ve already been told, it’s an aluminum steerer, so it didn’t rust itself.
Aluminum ABSOLUTELY corrodes…. just not rust.
That pitting is likely caused by water, time and “dissimilar” or “galvanic” corrosion between the steel and aluminum(dissimilar metals).
It’s not really a cause for concern.
For future prevention, keep things clean and dry…. a light coating of grease helps. regular disassembly and cleaning helps.
