Depends if the tension is low, assuming the spoke nipples aren’t pulling through the rim anywhere you can definitely make this better. Probably not perfect though.
Make sure you have a spoke key that holds 3or 4 corners that is also the right size.
Pump up tire to Maximum written pressure.
In the truing stand place one drop of fine oil above each spoke nipple on the spoke all the way around.
Spin the wheel hard to push the oil into the threads
Get to truing ✌️

If that’s a metal rim, yeah, a mechanic worth his marbles will get that trued.
If that’s a carbon rim, maybe, but don’t get your hopes up. Carbon is very rigid, until it isn’t.

Just to add to the comments already here…its one thing to have spokes hold a jacked up rim true. Its another thing to true a good rim.
As some others have alluded, you dont know in this case if its a jacked up rim, or jacked up spoke tension (or both). To solve for this you either need to take it all apart like another commenter said, or true it with both a truing stand as per normal, *and a tensiometer*. The tensiometer will tell you if some spokes are doing more duty than the others. On a front wheel, if the wheel is true and all the spokes are of equal *and correct* tension then you are probably in pretty good shape. But you need to find a mechanic (preferably one who is a wheel builder) who takes these extra steps and doesn’t just start twisting nipples until it looks true.

The spoke lengths must be different, longer on one side, shorter the opposite. Not going to bend carbon fiber

I would get the whole spokes redone possibly replaced first before writing off the hoop(wheel minus spokes and hubs).

You have to take it to a good shop. They’ll tell you quickly if they can fix it. Wheel truing is pretty cheap. Any answer you get on Reddit is a wild @$$ guess.
