  1. Pretty frame, they had them made by a Japanese or Italian OEM. As long as it fits you and the seatpost moves I would be interested. Stuck seatposts are a common problem with steel frame bikes w/ aluminum seatposts. Seems like a fair price for a 70s or early 80s bike. Can’t hurt to see if they would take less.

  2. Depends on the group set. If it’s low end and given the age of the bike it will make your bike fitness rides an unpleasant experience. Poor quality caliper brakes, for example, aren’t easy to adjust.
