Depends on the rubber quality of the inner hose. Some hoses are easy to patch, some, more plastic are hard to get the patch to stick.

There’s still going to be edges and bumps that can be pulled on to rip the thing apart, like you’re doing in this video.

don’t have experience with this particular cement, but when I’ve used similar products the process went something like:
1. Wipe down any residue in the area
2. Sand the area around the puncture with a rough grit sand paper, this increases the surface area for the cement
3. Apply the cement generously on both the patch and the tube, you can apply cement beyond the area of the patch to make sure there’s 100% coverage
4. Let the cement cure for a minute before sticking, this should help it get tacky so the patch doesn’t slide around
5. Let the cement cure for the amount of time recommended by the manufacturer
tl;dr: better surface prep, more glue, bigger patch, full cure
press hard to get all the air out and ensure good adhesion.
As u/MGTS stated, the REMA style patch is likely better and that’s what you will see in the video as well.
Once you master this (which is very easy), your patched tubes will be just as good as new tubes so you can feel free to have high expectations.

Are you using a patch or just a spare piece of tube? You need one of those old-school, tacky patches to get a real permanent bond quickly using rubber cement. If you just use a raw piece of inner tube, you need to apply cement and then press them together for days on end until you get a real bond.

Just don’t do that. The tire does half the job. The patch isn’t designed to be pulled on.

There won’t be anything picking at the edges of the patch when it’s smashed to the inside of your tire. Unless you can hear it leaking or it won’t hold air for more than a day I wouldn’t worry about it. Like, not at all.

Good surface prep like others have said. I have not always done a perfect job or done it in pouring rain in the dark and wind but even then they have worked very well almost to no exception. You would have to use effort to peel it off and it holds the pressure no problem for a very long time.
I have had very good experiences with those things there are some exceptions. I suspect sometimes cements get bad or just dries out over time. There’s so many different cements , I just use a random budget kit with a separate cement tube and stripes . I have had more % of issues with random ready cut band aid type things which do not come with a tube of cement. They did get me home but there adhesion was poorer and I had to redo it later or just swapped the tube. I guess over time the patches with pre applied cement degrade faster. The tube you most often have to puncture a seal so it is not exposed to air as much. Some band aid stripes worked really well but I avoid pre-applied patches because of this. I have successfully used a non opened sealed tube cement which must have been nearly 20 years old so who knows.
I get so punctures so rarely so it’s difficult to find the same cement or remember where I got it from. Even if it is the same brand who knows if it is the same stuff as the one from years ago. I carry two tiny kits , preferably different brands and one of them at bought within the last few years max.

Did you sand the surfaces first before putting the cement on? Looks awfully smooth underneath where you rolled the patch off so I’m guessing you didn’t and the glue couldn’t bond well to the rubber.

No, you should not expect that.
Patches are really hard to make stick over seams, you have to sand that down.

But in short:
clean and prepare the surface with the sandpaper
spread a large thin layer of fluid on tube only
**allow the fluid to dry**
stick on the patch
press hard to get all the air out and ensure good adhesion.
