Lock rear wheel and frame with a good lock, use that to secure (🥴) front wheel to frame, or perhaps seat to frame. Large scissors could probably cut it, or a rock could break the lock, so just bear that in mind.

If you’re trying to bulk up your anti-theft (in addition to a actual sturdy lock), consider getting an alarm. I picked up a disc break locking alarm on Amazon, that both immobilizes the wheel while making the bike impossible to jostle without sounding.
Much better deterrent, protects the entire bike, and with a real lock makes the bike basically untouchable.
