Depending on the value of the frame, I might cut the part into 3 pieces and pry them out. Thread propably needs to be tapped and the whole frame needs rust removal from the inside. Anti-rust wax coating after the cleaning operation is what keeps it alive.

Take a hacksaw blade, insert through the BB and then attach it to the saw, so it is trapped in the BB. cut a slot through the whole part down to near the thread. It should take about 5-10 minutes.
Take a plastic tray, fill it with white vinegar, and stick the whole bottom bracket fitting in it for two days. The red paint will come off. it needs to come off – that is a rusty crusty frame that needs a good inspection.
after that, take flat screwdriver or a chisel and tap on that piece at the 7 o’clock position, clockwise. it all should come out. Scrub the inside and outside with a brass wire brush, and the rust will fall away. stick it back in the vinegar again if needed to finish the cleaning. the rust and vinegar will stain it black, but it will clean up. After cleaning, wash it, paint the outside, and oil the inside. Grease the whole BB when you install a new one.
Unless you are willing to clean up the frame so it doesn’t get like that again, it is not worth the effort to get the broken BB out.
