Absolutely loving this project! The frame is pretty scratched, and decals have missing bits here and there. I would like to remove them and replace after touching up paint.
Any tips? There isn’t a clear edge, so I don’t believe the hairdryer track will work. Maybe I’m wrong?

Those decals are so thin that there’s no good way to remove them without chipping the paint, too.
Your best bet is to sand (bead) blast the frame & get it repainted. Then apply new decals.
My dad has the same color Bridgestone!!
