Tires seem to hold air. Chain is in decent condition. Only thing I need to fix is the shift controls that don't seem to pull the cable at all. If I pull the cable manually the gears will shift. Looking forward to fixing it up and riding it

Looks great. I’d be changing those bars myself. They look much too big.

Your shifters probably need new lubrication. Look for a video that shows you the process.
