Someone local is selling a Wilier frame cheap because it has a dent in the seat tube. Am I correct in assuming that the dent is there on purpose from the factory, to make room for some front derailleur action? Thanks for your time!

I think those “dents” were added for front mech clearance.
The dent is intentional. It’s practically impossible to acciDENTally make a dent like that.
