It’s in good condition and it depends if it’s the right size for you. Most used bikes, need tires and cables and usually a new seat. So it will cost you more than that to make this a good bike.
Price is pretty good I think, provided they’re honest about it being in good condition (=no immediate maintenance or replacement parts needed). Moreover, all the extras (rack, mudguards, etc) quickly add up as well. If you are planning on using those then yes, go for provided it’s the right size.
Do note that the supplied tires (gatorskins) aren’t great for wet conditions, but those can also be changed down the line.
Now, I don’t recommend having the toe clip on the pedals, but that can easily be removed. My recommendation is either normal flat pedal without toe clips, or a “clip less” pedal where you use dedicated bike shoes. A toe clip is often much more difficult to get in and out of than a regular clip less (bike shoes ) pedal.
I think the question also is if this bike suits the riding you want to do on it.
