Those washers on the inside of the fork should be on the outside ontop of the lock washer.

Remove the safety washer, you don’t need those, add the inside washers onto the outside. Axle is bent, and will remain so, but as it stands it’s not a massive issue.

The washers on the inside should be on the outside of the dropouts. Ypu can either put them between the little safety washer and the nut or you can remove the safety washer altogether.(they are there to keep wheel from flying off if axle nuts loosen while ridong.)

Some bike do have them on the inside as well but they are usually thinner.

buy a female axle hub and put the washers outside the dropout
