Some bikes (and man do I feel old saying this) from the late 90s had these. The inside of the forks had a set screw and these flexed in and tabbed to the forks. Never really understood it, maybe it was a failsafe for skewers not being seated properly, but they matched up the forks
And yes, I know these probably pre and post date the nineties. Just reflecting that my then college GF now wife had these. Pour one out boys

Yeah, there’s a screw or bolt on the fork that they slip over. I haven’t seen or thought of those in at least 25 years.

it’s to prevent the front wheel simply oopsing out onto the floor when you open the quick release without holding the wheel. only for forks that have little knobs to hang them on.
now they make forks with a little ridge on the dropouts that forces you to unscrew the QR somewhat before the wheel will drop. pretty annoying if you ask me, if i undo the QR, it’s because i want the wheel to drop in a quickly-released sort of fashion
