As long as spoke count of hub and rim are compatible, I don’t see why not? But that wheel in the image is a 700c wheel.

Yes. The brompton rear hub is 28 hole. You could skip every other hole and build it as 14. Or every fourth hole and do the NDS with 7 spokes and the DS with 14. I would not recommend radial on the drive side but to be perfectly honest the Brompton rims are so small that you can get away with a lot of lacing patterns and spoke counts that would not work with a 700c wheel. Just think about how much unsupported space between each spoke hole on a 700c rim vs 349 rim
