These Technium bikes are made of aluminum main tubes and steel lugs and rear triangle, bonded with aircraft grade epoxy.
That level of rust is not concerning, but if you’re worried you can spray some BoeShield T9 in that rusty vent hole on the dropout.
The bike is definitely late 1980s based on the graphics and the chainstay mounted rear brake.
Your bottom bracket cup on the non drive side looks like it is not fully threaded in.

It’s not that bad, you can get loctite rust neutralizer and a wire brush and clean the chain rings up in no time. Just remember to use chain lube after. Even using that and wiping down the small frame spots then a spritz of clear coat would probably work fine.

Totally cosmetic, and often alloy frames get stained from steel fittings so keep an eye out for that. Typically all the steel bolts would get aftermarket alloy, plated or titanium fasteners but now it’s not so important
