It could be the tyre? How does it look with the rim exposed, if that has movement, get it trued.

Can’t see rim from this perspective. Some of that unevenness might be in the tire.

For my taste, the rim should be within plus or minus 1 mm of average side to side and 0.5mm in height. But the tire is unpredictable and you can’t true for it, don’t even try.

Nah, I’ve seen and ridden worse. That’s acceptable

Look at the tire bead from the side. See if the tire looks like it is seated on the wheel. Look for a bulge as the tire rotates
