Already changed my frameset to a size that's fit for me.
Bought a size 56 steel frame and an aluminum Leader fork. Also bought riser bars and planning to get new rear wheelset.
Should I get a new rear wheel and install a wheel cover or should I get myself 90mm deep rim rear wheels?

I think you should invest in some bar tape and plugs first. Then if you like, get the cover. Personally I’m not a fan of the cover – but do what makes you happy bro.
Personally I hate them on non-aero frames or something that’s not vintage, but you do you.
Someone else already said get bar tape first. I’d suggest that too
