Those are Hayden lugs. Not sure on the maker but Raleigh used those exact lugs on the lawyer record aces… however it doesn’t look like a Raleigh to me. Definitely English mid 80’s. Ask on the Classic Rendezvous website and someone there will know.

“R” would probably stand for Royal Sovereign, but it’s most likely a Raleigh.
Truly a beautiful frame. It’ll be worth the trouble to repaint it, install new decals. etc., and you’ll still come out way ahead in value.
