Definitely a thin smear of grease to help future removal but also to get it on easier.
Crown race tool helps heaps to get it on nice and square.
Was there any burrs around the steerer where you are stuck currently? If you are concerned maybe just double check.
What are you using to install it? Even with a properly faced crown race seat, counter reamed steerer, etc it can take a bit of a knock to get it down
I got a piece of 1 1/4 pvc pipe from Home Depot and used a dead blow hammer to push the crown race into place. Just installed the same headset and an ECR fork on my Klunker. If that doesn’t work the crown race may be the wrong diameter

Ok…! PVC pipe round two it is. I’ve take. The race off and there is no damage or nothing so it was straight . Just not going all the way down. Fingers crossed it’ll seat this time
Is it possible that there’s an issue with JIS vs. ISO, etc?

A thin layer of grease like the other comment said.
Also, what tool are you using? You can buy a section of PVC longer than your steerer tube, set it on the ground, and put your upside down fork in it and use it to hammer the race on. Works great and is cheap!
All done now! Not sure why it was so tough the first time round. Flared my PVC pipe and it started splitting. Second time round piece of cake… two blows with the hammer and it’s seated nicely. Thank you everyone for help and insight! Bless yall!
