It shouldn’t have come like that. Either the assembler had no business building that bike, or you got it second hand and it was a lazy way to fix a slipping seatpost

It’s a telescoping seatpost that is unique (as is the e-bike). To adjust the upper QR portion of the seatpost, you also have to loosen the bolt for the lower clamp.
