Basically title, I am not sure if this is just some random junk which happened to be just where I parked or if this is a part that came loose and fell from somewhere in my bicycle so I would like someone to tell me because I am dumbfounded. I already checked some spots where it could potentially fit and it fits nowhere as of now.

Looks like a bar end cap.
I think it plugs the ends of your handlebars. Riding without has resulted in some surprisingly brutal injuries.

It’s either from the end of the handlebars, or a cover for a crank bolt. But, seeing as how you are in a public space, it might have fallen off of somebody else’s bike.
There is sometimes a plug in the hole where the fork goes into the head-tube?

I feel like it took more time to take this picture and post it than it did to look at your own handlebars and confirm this didn’t come off your bike. It blows me away what people will use these subs for.
